Our Story

Why We Built The RATT

CTS was founded by Mark Dorn, who spent years selling public safety technology, including P25 radio systems, to law enforcement and emergency management agencies across the region. That time in the field revealed a consistent problem: agencies owned expensive camera towers and trailers that sat underused because they were complicated to deploy, required dedicated vehicles, and often belonged to staff who had long since moved on.

In 2020, the CTS team acquired the assets and patents of the Mobile Video Surveillance (MVS) system, a hitch-mounted camera pole, and immediately recognized what it could become. Together, they scrapped the original design and rebuilt it from the ground up as the RATT (Rapid All-Terrain Tower), a patented field-swappable mast platform capable of elevating cameras, antennas, and lights from any vehicle on any terrain, and transferring that same mast between four completely different mount configurations in the field.

The solar trailer line grew directly from that field-swappable foundation. Law enforcement agencies who already had RATTs came back to CTS with a specific request: build a trailer that their existing masts could transfer into for long-duration deployments. The result was the FST-44, the world's only solar trailer purpose-built to accept a field-swappable mast. Every product CTS makes came from listening to the agencies that use them.

About CTS

Where is CTS located and where are products manufactured?

CTS is headquartered at 2839 John Deere Drive in Knoxville, Tennessee. Products are sourced, integrated, configured, and shipped by the CTS team. Every system that leaves our facility has been assembled and tested by the people who will support it after delivery.

Are CTS products NDAA and TAA compliant?

Yes. All CTS systems are built with NDAA and TAA compliant cameras and components. This applies across the RATT tower system, all three solar trailer models, and the full mast product line. CTS holds TIPS Contract #230105, making procurement straightforward for any government agency.

Does CTS work with small agencies and limited budgets?

Yes. The RATT system starts at approximately $10,000 and deploys from vehicles your agency already owns. CTS equipment is eligible for Homeland Security grants, ARPA funding, and other federal and state grant programs. Contact CTS for grant documentation support.

Is there a monthly subscription or recurring fee?

There is no required CTS subscription. All systems — including RATT mobile surveillance towers and solar trailers — ship with 12 months of cloud storage included. After the first year, your agency can take over the cloud license directly or CTS will continue to manage it. Either way, the equipment your agency purchases is owned outright with no ongoing fees required.

Can government agencies purchase without a competitive bid?

Yes, two ways. Through TIPS Contract #230105, available to agencies in all 50 states with zero membership fee. Or through sole source justification under FAR 6.302-1, supported by CTS's three US patents on the field-swappable mast platform. CTS provides sole source documentation at no charge.
